Rebound Ace is a gritty rubber surface. Plexicushion is universally a softer, fast court. The surface may vary for RA ( I’ve played on a few and they’ve all been the same), but it’s pretty uniform for Plexicushion.
The Plexicushion website says it can be adjusted to any of the ITF pace ratings.

Just because most tournaments have chosen a similar pace doesn't mean it has to be that pace.
 
Can someone does a history of surface for AO and USO with all changements and comments of pace and bounce since 2000? Is there a homepage about that?

USO:
Start - 1974: Grass
1975 - 1977: Green Clay

I can tell you what other person did above, the basic surface changes. However, it would be difficult to get info on pace and bounce. CPI apparently wasn't measured back then, or it's just me being unable to find anything. If you manage to find it, please quote me.

What I do know is that rallies have had a tendency of lengthening over the years (there's empirical data for this), mostly because of players using more topspin, courts slowing down and balls getting slightly bigger/heavier. After 2017 it looks like they realized they had gone too far and several courts have increased their speed since.
