As far as I know, an international event can have only one top ten player in the draw, and Marbella has two! I read in the roadmap that an international level event can have more top 10 players if the tournaments increases the prize money or something like that!
Radwanska couldn´t defend her title in Pattaya, because Zvonareva was ranked higher than her and Aga played Paris instead, but she was pissed and said she didn´t want to be in Paris and would have chose to defend her title
So, the same thing is happening in Marbella, but this time the lower ranked (Jankovic)could play the tournament, why is that?? I didn´t understand this wacky rule...

INTERNATIONAL - $220,000
Minimum Prize Money allows for 1 Top 10 Player
Additional Top 10 Players may play if tournament contribution increases:
1 Top 10 $ 220,000
2 Top 10 $ 500,000
3 Top 10 $ 750,000
4 Top 10 $1,000,000
First increase required for 2 Top 10 players is $280,000.
For each additional Top 10 player thereafter, prize money must increase

an additional $250,000.

Marbella is 500k. So, two top10.

And why your question is about Jelena and not Serena?
Jelena was no.1 when WTA was making their the schedule so she must had some kind of priority over Serena

At the WTA site it says that Marbella is 220000 dollars, not 280000
Marbella is 500k
they paid up an extra 280k to get 2 top 10

If Serena withdraw or retires in the early rounds, they wasted a lot of money.

Is is a very nice opportunity for lower-ranked players to get a lot of money, especially if you're in thw two lucky quarters. Indeed, the 2nd and 3rd QF are either low-ranked players in the 70's or 80's or slumping seeds.

Ponte Vedra has a much better field, I would say.
