I guess if any player has a problem with the tournament (scheduling, umpires, facilities, whatever) and wants to make a complaint, they can talk to the player rep who would then discuss it rationally with the organisers, avoiding the possibility of a big argument.

I posted something on players representatives in the thread of the ITF Hochiminh City 2003.

In brief, the players representatives assist for the making of the draws (they pick-up some chips to see where the players will be placed in the draw).

As for the selection of the representatives, the tournament director just grabbed the two closest players who were hanging around :p . They had no chance to escape the duty ;) .

Player reps merely just assit with the picking of placment chips in the draw. It is a practice that exist to ensure that the draw is done in a fair, just manner and is completely by the book. Usually the reps are selected by mere coincidence however usually players will be selected from other countries to the country they are competing in, obviously to ensure that there is no bias.
ie. tourney in nz, prefernece is to have none nz players pick the chips.
