LONDON (AP) -- The United States could face a fine over its withdrawal from last month's Fed Cup final.

The board of directors of the International Tennis Federation voted this week to allow the United States to play in the 2002 Fed Cup. But the board still could decide to fine the U.S. team when the board meets Feb. 23-24 in Brussels.

Fed Cup rules dealing with late withdrawal from the event call for a maximum fine of $5,000, though the board is allowed to make the fine larger at its discretion.

The United States, which won the title in 1999 and 2000, cited security concerns when it withdrew from last month's Fed Cup final in Spain.
