Just as I was trying to find out whether Kim might have been forced to play the LA tournament,

I found the 340 pages long  WTA rules pdf file at wtatour.com

I was trying to find simple explanation, but it's just a book full of rules, about what requirements the Gold Exempt players must fullfill etc.

This is what I found on page 19

Gold Exempt Minimum Commitment Signing
Requirements

Gold Exempt Players must commit to 13 specific Tour
Tournaments, exclusive of the Grand Slams and the Tour
Championships, in order to fulfill Minimum Commitment
requirement rules as outlined below. Exceptions will be made
by the Tour if necessary to fulfill Contractual Player
Commitment to Tournaments.
Gold Exempt
Players
Commitment
1-6 13 Tier I or II Tournaments
(5 of which must be Tier I)
7-10
12 Tier I or II Tournaments
(5 of which must be Tier I) and
1 Tier III Tournament
11-13
11 Tier I or II Tournaments
(5 of which must be Tier I) and
2 Tier III Tournaments
14-20 3 Tier III Tournaments

I guess Venus and Serena have some work to do

No seriously, just have a look at it yourself. It's amazing how many rules and regulations there really seem to be

not everyone complies with those rules
and ones that do get the big share of the Bonus Pool Monies repectively.
(deducting any fines they might encur)
