Post #1 has been updated accordingly.
WCs (names) don't show up on the intranet . So we'll have to wait for some announcement or for the draw tomorrow to see exactly.
I guess she is in the MD with WC as she is already in Katowice. Probably she got MDWC and WC to quali went to Chwalińska.

According to her statements (presented by the news reporter though) , Niculescu withdrew from Katowice http://m.digisport.ro/Sport/TENIS/Niculescu+se+pregateste+pentru+meciul+de+Fed+Cup+Trebuie+sa+ne+a
But either she withdrew officially in the last hours and will be replaced by an LL, either there was some MDO between Parmentier and Kozlova (22 feb. Rankings) . We'll find out soon.
