Shouldn't the WTA spread them out more?

2004:

Australian Open - Tokyo
Indian Wells - Miami
Berlin - Rome
San Diego - Montreal
Moscow - Zurich
Think of Tokyo, Moscow and Zurich as "Tier II" events. There's "only" a maximum of 5 rounds for each players (excluding the seeds, who get 4)...so, no.

But, yeah. I think Tokyo should be moved towards the end of the year. And can someone explain to me how and who decides where tournaments are to be held around the world and who gets what (e.g. Tier I, II, III, etc)? Do the sponsers decide or is it all up to the WTA Board to see which country has the financial means?

i think indian wells - miami is a bit much. they are the 2 biggest tournaments after the slams and players do like to peak for the big events and if they are consecutive weeks then they can't do that espacially since both tournaments go for 2 weeks that means they have to try and play their best tennis for a month straight and that is a bit much.
