Nope, she peaked at 102 before getting her first MD win over Yakimova in Luxembourg last year which made her entering Top 100.
Zahlavova on the other hand really reached Top 100 by only playing ITF.

To answer the question, it's not possible on the WTA I think, but on the ATP where a Challenger win is weighing more, you can go very far.
I'm pretty sure Zeballos entered Top 50 some years ago without a single ATP maindraw win.

I think Zeballos only entered top 50 following his ATP St. Petersburg final, and prior to this he had a 2r+Q at the USO.

And what about Torro-Flor? She´s 84th in the Race, without a single WTA MD win.

Had Mayr won a WTA match when she broke the top 100?
yes. She won 2 matches in Bad Gastein in 2008, and then entered Top 100 after she won her first round in the Australian Open 2009

I think it would be impossible unless someone genuinely tried to achieve it and for some insane reason refused to enter the tour events or slams... top 100 seems a lot more realistic.
