Can anyone tell me why Jen isn't playing in the Fed Cup???

Cause team is composed by captain (BJK), and she did not call upon Jennifer. Another unknown fact - would Jennifer accept such offer.

It can't be just that. Why would anyone pick Rubin & Shaughnessy in front of Jen??

I was presuming it would be more because of Jen not wanting to play because of scheduling or some other reason?

There is more to it. Search the net for both names (BJK and JC) and you will find info on what happen last time Jen was part of Fed Cup team.
We can only speculate on what happen in reality, but after such case I would not play for team either. I would remove BJK from the captain's position, but seems there are too many a-- kissers ... (pardon my French). Every time team is composed, we have about 40% of the USA force, and never 100%! Shame.
