Well, here's what I've read in "Le Soir":

La ville reste à définir mais elle sera quoi qu'il en soit francophone, l'organisation du match incombant à l'AFT. Têtes de série n°2, Clijsters et Henin devront, en cas de victoire, se déplacer au mois de juillet, soit en Italie, soit en Suède, pour espérer se qualifier pour la phase finale qui aura lieu début novembre. A noter encore que les Etats-Unis n'ont pas été exclus de l'épreuve suite à leur forfait de dernière minute pour la phase finale 2000. (Pa. L.)<br />------------------------------------------------

That means (for those who don't understand french) that Belgium will play in Wallonie (or Brussels) against Australia, and then will play away against Italy or Sweden!<br />Then they should be qualified for the final round!
