Why is not Q list available?

there are a few posters who somehow have access to the Q lists on a regular basis, but i suppose they can get in trouble for releasing them... i have no idea why for some tournies the Q list appears in advance, while for others (like this one), there is ZERO information all the way until the Q draw actually comes out...
