The largest attendance ever in Singapore and a 36% increase over the previous year, according to the WTA. This appears to be actual attendance at matches, rather than total number of visitors including those going at satellite events as were the numbers given for 2014-2016.

We have multiple data points (Singapore, Sydney, Rome, FO) indicating year-on-year increases even without Serena/Vika.

I'm quite sure the Sydney tournament used to attract over 100,000 spectators in the early 2000s.
The difference is Sydney used to be the only Premier tournament before the AO

In a sense, the Sydney tournament is also a victim of the success of the Australian Open.
It has more to do with Brisbane becoming a Premier (even offering more $) so players have a week off before the AO now. Unless you are a Radwanska kind of player not many top players would play both Premiers before the AO.

Toronto had 125 777 spectators (up from 122 835 in 2015).

I think they count all the people that come during the free family weekend.
