Shanghai is considerably bigger than Beijing and Ho Chi Minh City (Saigon) is still bigger than Hanoi.
Manila is a special case. I guess Quezon City is counted as a separate unit and it is bigger than what is officially the city of Manila, but they're really close to each other and are a part of the same metropolitan region, so it's perhaps a bit misleading.
