Both are strong for internationals (obviously helped by the HK situation as the OP says), but yes, Tianjin, if most of it stays together, is exceptionally strong, and one of the best international fields I can recall for a while. A good mix of slam champs, 3 of the 4 best current teens on tour, home interest, and a very low current cut off. It may change significantly nearer the time depending on how players do in the upcoming 2 big events, but for now, it's certainly impressive.
When you consider that 33 of the current top 50 are European (or 37/54), then it's not really too surprising that there will be a 'bunch of Europeans' taking part in a strong European WTA event.
