Number of nations represented in WTA TOP20 Year-end Ranking:

2000 - 8
2005 - 10
2015 - 13
2018 - 16

It's just getting harder and harder for one country to dominate the field like USA or Russia did before.

Correct me if wrong but... aren't their many Russian players who families migrated to other countries? Maybe if 20 years ago, these types of players would still be in Russia.

Russia had a real golden generation of WTA players from the late '90s through the early '010s... of course it was going to end at some point, and we're well past it. Dasha and Pavs are the best they've had for a few years now. Also don't forget the Russian expats Gavrilova and Putin, who are decent Top 50 players.
