There was a big surge between 1999 and 2003, with Dementieva, Myskina, Sharapova, Kuznetsova, Petrova, Zvonareva and even Safina breaking out. Nobody has been able to match that group since - Kirilenko, Pavlyuchenkova and the gang have simply not been as good, some have turned out to be total flops, like Dushevina, and in some cases there was pure bad luck - Chakvetadze, Kleybanova. But in any case, it's not a recent development and Russia might now be experiencing the consequences of the mass exodus of their educated upper middle class during the 90s - the very same people who are likely to put their children into tennis.

Italy with 1(!!!!) player in top100.

Italy was never really a power house in female tennis.
They never had a top10 player until 2008 (Farina Elia was very close before) and in a short period of time they managed to get 4 and all reached Slam finals and even win 2 (plus 3 World Doubles #1). It was a glorious period for italian tennis that has ended and only Errani is still playing.
Yes 1 top100 player is worrying, but they never were a consistent nation producing top 20/30 players.

I read here someone said the former president Jelzin was a tennis fann himself and supported tennis academies in Russia during his presidency in the 90s. Now that is gone.

I thought it was always cute to see Yeltsin celebrating with the Russian players winning the Moscow Open (Myskina) or Fed cup ties at home or for other wins when he travelled outside of Russia. They all looked happy together and you can tell there was a lot of respect between them.
