Those three each have wonderful serves, but it is a bit strange that serving has regressed overall. Nowadays for a player to have a cannon serve, it's a one-off. Kvitova also has a great serve.
In the late 90s and early 2000s, Hingis was the only top player who didn't have a "big" serve, but she was one of the best place servers ever perhaps. Venus, Serena, Lindsay, Pierce, Seles, Graf, Capriati, Mauresmo, Clijsters, Henin, Kuz all have/had serves that were weapons.
That's where i was headed when i read the OP.
I'm surprised that Pliskova is the only really big server other than Serena, with Kvitova and perhaps Stosur up there as well.
Other than the top10 mentioned players, there used to be alot more players with power serving - Bovina, BSM, Tulyaganova etc. These are serve reliant players, the only which we can compare today is Coco.
I find "big serving" as a very American aspect of the sport, with huge hitters on the men's side mostly, but the women as a whole are good in this department (as well as the FH), but i do feel that there should be more "serve-bots" a la Karlovic on the women's side as well, and i'm honestly surprised that the movers gained more ground than the servers.
Honorable mentions to Mlad, Krajicek, Danilidou, Molik, Safarova, Meghan, Stevenson.
Serve Vs Serve - Davenport IMO had a bigger serve than Serena, but the lesser mentality on the big points, lesser variety and lesser game to back it up.
However, Her second serve remains one of the most reliable shots of the game.
