http://www.fedcup.com/news/newsarticle.asp?id=10260
The Belgian and Russian Tennis Federations have submitted bids to the ITF to stage the 2003 Fed Cup Semifinals and Final, to be held in the week commencing 17th November.
The deadline for submission of bids for the Semifinals and Final passed at 11am GMT (12pm BST) today, August 13th. Any of the four nations contesting the semifinals - USA, Belgium, Russia and France - had the opportunity to bid.
As of the deadline the ITF received two bids, one from the Belgian Federation (FRBT) and one from the Russian Federation (RTF).
The FRBT bid proposes Brussels and the RTF bid is Moscow.
The ITF will conduct site visits in the week commencing August 18th. The Fed Cup Committee will meet on Wednesday August 27th to discuss the matter and an announcement on the chosen venue will be made shortly after that date.

Just as Tarpishev said from the very beginning - Russia could not have beaten Americans for that if Americans would have kept their bid. Belgium was not really considered an even competitor.

Russia to host Fed Cup Finals
The International Tennis Federation today announced that the Russian Tennis Federation has been awarded the right to host the Semifinals and Final of the 2003 Fed Cup World Group competition.
The Russian bid has been accepted subject to the signing of a promoter agreement.
The Fed Cup Finals, to be held the week commencing 17 November 2003, will be played at the 12,000-seat Olympic Stadium in Moscow. Matches will be played indoors and the chosen court surface is carpet (Taraflex).
“As the largest annual team competition in women’s international sport the Fed Cup is a real showcase event for the ITF. Moscow has a proven track record in hosting major tennis events, including the very successful Davis Cup Final in 1995 and the annual Kremlin Cup tournament, and we are confident that this year’s Fed Cup Finals in Moscow will be a great event,” ITF President Francesco Ricci Bitti said.
Announcing the decision, ITF Executive Vice President and Fed Cup Director Juan Margets said: “The Fed Cup Committee considered applications from both Belgium and Russia to host the Fed Cup Finals and voted unanimously to accept the bid from the Russian Federation. The bid met all of our requirements and the ITF is looking forward to taking this showcase event to Moscow.”
The ITF’s Fed Cup Committee is chaired by Judy Levering (BoD, USA) and comprises Pierre-Paul de Keghel (BEL), Ann Jones (GBR), Aleksei Selivanenko (RUS) and Georg von Waldenfels (BoD, GER). The representatives from Russia and Belgium abstained from the vote.
Belgium, France, Russia and the United States have all qualified for the 2003 Fed Cup World Group Semifinals. Belgium and the United States will contest one semifinal, with Russia taking on France in the other. The two winners will meet in the final, played at the same venue in the same week. The semifinals and final will be the the best of five matches: four singles and one doubles. Each match will be the best of three sets. Details of the schedule of matches will be released in due course.
