In zonal groups they first play pools, and then the winners of the four pools play against each other for places 1-4, the numbers 2 for places 5-8, numbers 3 for 9-12 and numbers 4 for 13-16. In the end ranking basically only 1 and 2 (promoted to World Group play-offs) and 15 and 16 (relegated to zonal Group play-offs) mean something. All the others are indeed "for fun"
