The main factor is how many matches can you fit into a week, considering these factors:
1. number of courts
2. doubles matches
3. daily start times
4. if there are men's matches also
and court number is probably the most important factor,
looking at Tier I
Zurich, Moscow, Tokyo are all indoor.....
thus 28/32/16 is teir draw size,
of course Miami and Indian Wells are larger 96/48/32
clay Tier I's are 56/32/16 size (Charleston, Berlin, Rome)
but u have to realize that Toronto is also 56/32/16,
but it's not on clay, just a big larger......
Amelie Island is probably the only clay also green clay Tier II,
it's unique, and 48/16/16, i wouldnt call that large...
even Tier III Birmingham is larger..........
so it's not that clay high tier I's are larger......
there are other tier I/II events on hardcourt that's
about the same size....
