They always do that actually, some of them practice together and decides to sign in last minutes, even in regular doubles this happens.

It's an exhibition event. It makes sense if the organizers want to give a place for local couples or even those who would draw more spectators into the court. With all due respect, I doubt many people wish to see Natalie Grandin teamming up with Christopher Kas.
