The worst thing is that this is not an uncommon practice for tournaments. I've heard of this before

$100K Marseille is going to be held one week earlier this year, sharing week with Roland Garros 2nd week and $75K Nottingham.
$50K Nottingham will be hosted same week as WTA Birmingham & WTA Nuremberg.
Four consecutive $100K confirmed in four consecutive weeks from July 8: Biarritz, Olomouc, Astana and Vancouver.
$50K+H Craiova will be hosted same week as Cincinatti, final being played a few days before the USO qualies start

An update on the one-page calender that isn't reflected yet in the ITF schedule shows that the Indonesian 25K week of May 27th is cancelled HOWEVER three 25Ks in Indonesia have been added weeks of April 29th, May 6th and May 13th. With the tournament May 20th, this is 4 weeks of 25Ks in Indonesia 
Now week of April 29th has: Japan 50K, Indonesia 25K, Thailand 25K, and Korea 15K
