Seems they have come to an agreement to make a deal with Frank where if he wins HOH next week, to show his loyalty to them... he has to put up 2 people that they tell him to.
And if he doesn't win, that he will throw the competition for one of them to win.
They seem to really want to get rid of Dan's team now.
