Well duh!
Beyonce probably has the best singing technique, if we're talking about how and where she produces/sustains/finishes/etc. the sound and so on, but that's a skill that can be trained. It doesn't necessarily mean she's the most talented, as the OP asks.
This is a difficult one to call because there is no real 'criteria' by which to judge "talent". Personally, I'm judging it on how 'nice' the person's voice is to listen to, and, in my opinion, there are nicer voices than Beyonce's to listen to out there!
