Yes, you have right: it's possible that in 1913 Kentucky State Championships was not held, but we are started from the fact that Kentucky State Championships and Bi-State Tournament were two different tournaments, that is a truth, confirmed, for example, in 1915, when there was the Kentucky State Championship in August 21-31 , won by Madelle Lyons from her sister defaulting to her, and the Bi-State in September 4-13 , won by Mary Shreve Lyons from her sister defaulting to her. Both tournaments were held in Louisville.
About Kentucky State Championship 1913, it would have been strange (but possible) that a tournament, started the previous year, was interrupted after a year at once. I think that, waiting for more careful news, we can believe in a victory of Madelle Lyons in that year too.
