Arrow Gold and Silver exempt rules

<font color=orange>GOLD EXEMPT PLAYERS</font>

Gold and Silver Exempt Players are required to commit to a specific number and level of Tour events during the calendar year and are used to fulfil Tour contractual player commitment at Tier I , II and III Tournaments and best efforts for strong player fields at Tier IV and V Tournaments.

NOTES: When a Gold Exempt Player retires or when a Gold Exempt Player will be unable to play tennis for six (6) consecutive weeks, the Worldwide Tournament Directors will work with the Sanex WTA Tour to name a replacement immediately. For an absence of less than six (6) consecutive weeks, there will be no such replacement.

Player Commitment

It is understood that at any time during the Tour Year, upon written agreement between the Tournaments and the Sanex WTA Tour the Gold Exempt Player List may be altered.

2. Composition of Gold Exempt List <br />The 2003 Gold Exempt Player List consists of 20 players composed as follows:

a. The Top 16 ranked players as of the computer ranks produced immediately following the 2002 US Open.<br />b. Plus 4 wild card Players to be chosen solely by the Worldwide Tournament Directors.

NOTE: A Player must be ranked in the Top 50 singles of the singles rankings immediately following the previous years US Open in order to be considered for Gold Exempt status the following year.

The Worldwide Tournament Directors list the 20 players in preferred order and must submit the final Gold Exempt List to the Sanex WTA Tour Operations office no later than one (1) week after the conclusion of the 2002 US Open.

NOTE: Although qualified by Ranking, a player may not be named a Gold Exempt Player until the year of her seventeenth (17th ) birthday.

3. Gold Exempt Minimum Commitment Signing Deadline <br />a. Any player ranked in the Top 20 singles as of the computer ranking produced on the first Monday in August 2002, must submit an entry form by the final day of the 2002 US Open committing to the Tour as a Gold Exempt Player for 2003. Her commitment must reflect her obligation to play a specific number of Tournaments as outlined in Section III.A.5 hereof.

b. Any Player named Gold Exempt after the 2002 US Open who was not ranked in the Top 20 singles as of the first Ranking in August, will be contacted by the Tour and informed that she must commit to the Tour by submitting an Entry Form reflecting her obligation to the Tour within ten (10) days of notification. Any player who made a commitment to the Tour at the 2002 US Open but who did not qualify for Gold Exempt status after the US Open will be notified immediately as such and asked to change her commitment accordingly (see Silver Exempt, section III.B.)

4. Gold Exempt Players failing to Meet the Signing Deadline <br />If a player who qualifies for Gold Exempt status does not commit to the proper number and Tier Levels of Tournaments by the end of the 2002 US Open or within 10 days of notification, she will be automatically be subject to the following penalties:

a. Forfeits all rights to any Bonus Pool Money<br />b. Must enter all Tour events by her official entry deadline (6-9 week prior)<br />c. May not receive a Wild Card into any Tour event<br />d. Subject to withdrawal fines based on her nominated position on the Gold Exempt List. If she enters a tournament and withdraws after the entry deadline her fine will be as follows with no medical excuses allowed (the fine is reduced by 50% if the Tournament has received player commitment):

e. In the event a player who is eligible to be named to Exempt status in the year of her seventeenth (17th) birthday declines to be named Gold Exempt, her withdrawal fines will be ½ of the fines outlined in letter d. according to whether or not the Tour has received Player Commitment. A Player will be subject to full penalties if she declines Gold Exempt status in the year of her Eighteenth (18th) birthday.

5. Gold Exempt Minimum Commitment Signing Requirements <br />Gold Exempt Players must play 13 Specific Tour Tournaments, exclusive of the Grand Slams and the Championships, in order to fulfill Minimum Commitment Requirements rules as outlined below. Exceptions will be made by the Tour if necessary to fulfill Contractual Player Commitments to Tournaments

Gold Exempt Player List 1-6 7 Tier I and 6 Tier II<br />Gold Exempt Player List 7-10 6 Tier I, 6 Tier II and 1 Tier III<br />Gold Exempt Player List 11-13 5 Tier I, 5 Tier II and 3 Tier III<br />Gold Exempt Player List 14-20 3 Tier III and 10 other Tier I, II, III

a. Years Of Service <br />Any Player who has obtained a year end singles ranking of #250 or better for a minimum of 12 years on the Tour is eligible for a one(1) Tournament Reduction in her Minimum Commitment Requirement as follows:

Gold Exempt Players.......1-6 1 less Tier I<br />Gold Exempt Players.......7-10 1 less Tier II<br />Gold Exempt Player List.......... 1 less Tier I or II

b. First Time Champions <br />First Time Champions are required to defend their titles at Tournaments won the year prior. This provision applies to all players, not only Gold Exempt Players. If a player is a First Time Champion at more than one event, she is only required to defend a maximum of two titles. Gold Exempt Players are not required to defend their Tier IV and V titles as part of their Minimum Commitment to the Tour.

c. Two New Tournaments <br />Gold Exempt Players must commit to two (2) Tournaments in which they have not participated during the previous two (2) years.

d. Hard Designations <br />Gold Exempt Players are subject to two (2) Hard Designations during each Tour year by the Sanex WTA Tour Sr. Vice President of Tour Operations & Player Operations and Player Relations. Hard Designations will only be made to satisfy Sanex WTA Tour obligations to fulfill contractual Player Commitment to Tournaments. The Tour may reserve the right to use the Hard Designations for later in the year if it is not critically needed at the beginning of the year and chooses to hold those designations in reserve for injuries and emergencies.

A Gold Exempt Player forfeits all rights to any Bonus Pool money if she refuses to accept a Hard Designation.

e. Tier III/IV/V Playdown Rules <br />1) In a week where there is no Tier I or II Tournament scheduled opposite a Tier III, IV or V Tournament:<br />a. Gold Exempt Players listed 1-6 may play down provided that the player appeals in writing at least 14 days in advance of the Tournament and receives approval from the Sanex WTA Tour Senior Vice President of Tour Operations & Player Operations and Player Relations. If a Gold Exempt Player listed 1-6 plays down in a Tier III Tournament, it may count as one of her Tournaments on her minimum commitment schedule if approved by the Senior Vice President of Tour Operations & Player Operations and Player Relations.

2) In a week when there is no Tier I or II Tournament scheduled and a Tier III, IV or V event is scheduled the same week:<br />a. Gold Exempt Players may not play down in the Tier IV or V event unless <br />Player Commitment has been met at the Tier III event by the end of the preceding year’s Championships

Note: For e1) and e2), such requests may be granted by the Tour but no more than two (2) times per player per Tour Year. A Tier IV or V Tournament does not count towards a player’s minimum commitment requirement. It will be an additional tournament to her schedule.

3) In a week when there is a Tier I or II Tournament scheduled opposite a Tier III, IV or V:<br />a. The first four players on the Gold Exempt List may not play down.

b. Gold Exempt Players listed 4-8 may play down in a Tier III, IV or V Tournament provided that Contractual Player Commitment has been made to the Tier I or II Tournament by the final day of the 2002 Championships and at the time the player listed 5-8 enters the Tier III, IV or V Tournament.

c. Gold Exempt Players listed 9-20 may play down. However, Players must appeal to the Sanex WTA Tour in order to play down more than two (2) times per Tour Year.

4) Notwithstanding the above Playdown for restrictions for singles, Gold Exempt Players may play doubles at Tier III, IV or Tier V events provided that the Tier I, II, or III Tournament opposite it (if any) has its Contractual Player Commitment.

Note: The provisions of the Tier III/IV/V Playdown Rule applys on the Gold Exempt List regardless of whether such players make the commitment specified in Section III, A.4.

6. Gold Exempt Player Privileges <br />a. Tournament Acceptance <br />Gold Exempt Players 1-13 will be accepted into Main Draw of any Tournament entered by the entry deadline if her singles ranking is 35 or better.

Gold Exempt Players 14-20 will be accepted into the Main Draw of any Tier III Tournament by the entry deadline, but accepted into all other Tournaments by ranking.

b. Late Entries <br />All Gold Exempt Players may enter Tournaments late after the Official entry deadline up until the Qualifying sign-in deadline or in no Qualifying, by 4:00pm the Friday prior to the start of the tournament. If a Gold Exempt Player withdraws from a Tournament, a Gold Exempt Player waiting to get into the Tournament will move in first above all other players waiting if her ranking is 35 or better on the ranking used for player movement. If a Non-Gold Exempt Player withdraws from a Tournament, the highest ranked singles player waiting to get in will move in first.

If more than one Gold Exempt Player is waiting to get into a Tournament, and a Gold Exempt Player withdraws, the Gold Exempt Player Listed 1-13 higher on the Gold Exempt List will move in first above Gold Exempt Players 14-20. If more than one Gold Exempt Player 14-20 is waiting to get in, the highest ranked Gold Exempt Player 14-20 on the ranking used for player movement will move in first.

Top 13 Gold Exempt Players may enter a Tournament late after qualifying has started, but before the main draw has been made. If there is such a withdrawal, the Gold Exempt Player will move in first, ahead of a lucky loser, if such player is the highest alternate for the main draw. If the Top 13 Gold Exempt Player is not the highest ranked alternate, she will not move in, and the spot will go to a lucky loser.

Gold Exempt Players may also be accepted into a Tournament up until the star of play of the Main Draw if such entries are necessary towards satisfying Tier I, II or III Contractual Player Commitment according to any contract agreement with the Sanex WTA Tour. Once Player Commitment is met and Qualifying has commenced, all openings in the Main Draw will be filled by Lucky Losers. Except <br />As mentioned above in relation to Top 13 Gold Exempt Player Late Entries.

c. Commitment Contracts <br />Gold Exempt Players will receive a commitment contract in accordance with the Bonus Pool Rules for their commitment to the Tour.

d. No Withdrawal Fines <br />Gold Exempt Players will not be subject to withdrawal fines from withdrawing to <br />Tour event. Instead they will receive deductions in their Bonus Pool Money as oulinted in Bonus Pool Rules.

e. Wild Cards<br />Gold Exempt Players may receive unlimited wild cards in both singles and <br />doubles during the Tour Year.

7. Gold Exempt Player Penalties <br />Gold Exempt Players will receive deductions from their Bonus Pool earnings for <br />missed commitment tournaments as outlined in the Bonus Pool Rules.

In order to obtain a list of 30 Silver Exempt Players, if there are openings due to Top 50 ranked players being named Gold Exempt, player retirements, or non-acceptance of exempt status, the next highest ranked players on the singles rankings immediately following the 2002 US Open, will be named Silver Exempt until there are 30 Silver Exempt Players.

<br />3. Silver Exempt Minimum Commitment Signing Deadline<br />a. Any player ranked in the Top 21-50 singles as of the computer ranking produced on the first Monday in August 2002, must submit an entry form by the final day of the 2002 US Open committing to the Tour as a Silver Exempt Player for 2003. Her commitment must reflect her obligation to play a specific number of Tournaments as outlined in Section III.B.5 hereof.

b. Any player ranked in the Top 50 singles as of the computer ranking produced immediately following the 2002 US Open who was not ranked in the Top 50 singles as of the first Ranking in August, will be contacted by the Tour and informed that she must commit to the Tour by submitting an Entry Form reflecting her obligations as a Silver Exempt Player within ten(10) days of notification. Any player who made a commitment to the Tour at the 2002 US Open as a Silver Exempt Player but who then did not qualify as a Silver Exempt Player based on the rankings after the US Open, will be notified that she did not qualify for Silver Exempt status

6. Silver Exempt Player Privileges<br />a. Tournament Acceptance<br />Silver Exempt Players will be accepted into Main Draw of the two (2) Tier IV or V Hard Designations that are part of their minimum commitment no matter what their ranking. They are accepted into all other Tournaments by ranking.

b. Late Entries<br />Silver Exempt Players may enter Tournaments late after the Official entry deadline up until the Qualifying sign-in deadline or in no Qualifying, by 4:00pm the Friday prior to the start of the tournament, and will be put on the next in alternate list in accordance with the rankings used for player acceptance. If a Silver Exempt Player is ranked in the Top 20 on the ranking used for the player movement, she may enter any Tier Level Tournament late.

c. Commitment Contracts<br />Silver Exempt Players will receive a commitment contract in accordance with the Bonus Pool Rules for their commitment to the Tour to play 2 Tier IV or V Tournaments and 11 other events exclusive of the Grand Slams and the Championships.

d. Withdrawal Fines<br />Silver Exempt Players will receive a deduction in their commitment contract from the Bonus Pool for missing either of their 2 Hard Designated Tournaments. For all other events, they will be subject to the withdrawal fines as outlined for all non-exempt players.

e. Wild Cards<br />Silver Exempt Players may receive a total of 7 wild cards in both singles and <br />doubles during the calendar year with a maximum of 5 in the main draw in both <br />singles and doubles.
