That's going to be very late for the last doubles semi-final, because Görges has to play singles at 20:00 CET and rest before playing doubles.
To bad for the planning that a doubles player is facing Caro in sinlges too. Because all Caro's matches before the semis Saturday are going to be played in TV prime-time at 20:00 CET. And Görges has to play her singles match before her doubles match as the WTA rules requires.
How long is the maximum time for "suitable rest" anyway? What's the maximum rest time a player can demand between her singles and her doubles match?

So the organizers wouldn't be allowed to set Goerges dubs match on first; let her rest whole afternoon and then play singles? .. WTA rules stipulate first singles, then dubs - nomatter what?

There is no maximum. Players are entitled to a minimum of 30 minutes between matches, when their singles and doubles matches are consecutive and one hour when consecutive singles matches must be played.

Players may be required to play doubles before singles if necessary
due to scheduling difficulties in completing the Tournament in time.
However, there must be a minimum of two (2) matches scheduled
in between the doubles and singles.  In no case may there be less
than one (1) hour in between matches unless all players agree.
