Georgia couldn't beat Finland so now we have to play them even though they're better than Finland and we beat Luxembourg but they get the cakewalk draw with Finland

The match between Luxembourg and Greece ended 1:1. The doubles match wasn't played as both teams withdraw from that match. Claudine Schaul is injured again according to RTL.lu and Mandy Minella got sick and couldn't play yesterday.
Claudine Schaul lost to Anna Gerasimou 3:6 2:6
Anne Kremer def Eleni Daniilidou 5:4 ret

And now it seems LUX are withdrawing so Finland get promoted directly?
Very well deserved to them  They fought and qualified. And Greece deserves to go through too  When you lose to Finland with 2 top 200 players, you don't really deserve to go through.

WTF, i've never heard of both teams simultaneously withdrawing.  Surely one would be smart enough to just act like they want to play and then get the w/o?

Could have been that neither team wanted to win the group and face Georgia?
Greeks at least should have had enough players.
