I believe that WTA tries to support lower ranked players that way. Especially if a lower ranked player beats a seeded one, that's some kind of award. It's not a perfect explanation, buI can't think of any better.

Bojana knows exactly how to beat Casey. She's beaten her 6-1 6-0 at Wimbledon 2010 and 6-4 6-2 in Brisbane just a few weeks ago. If she doesn't win this I'll be furious.
