Fed Cup Would Be Way More Interesting If....
It was merged with Davis Cup and it was all done in one tournament over a two week period. Televised, complete with rank points and some decent prize money.
There would be qualies followed by the Top 8 Teams habing a round robin followed by Semis and Finals. There would be Singles, Doubles and Mixed and a huge ceremony with flags, a podium ceremony and the winners national anthem.
Now THAT, my friends is TEAM TENNIS.
The 'Davis Federation Cup'

I think it would be more interesting if they sacrificed the losing team to the Tennis Gods.

No way they already tried that whole tourney style thing with FC and it sucked. If the home crowds team doesn't make it then crowd support thins. Basically ur talking about HC.

that's basically hopman cup
tennis federations have to start getting their top players to play more often, the venues have to be bigger, and there has to be more media coverage

it only took 40 yrs for the ITF to give a similar format to Fed Cup

I actually like the idea. It's just too spread out as it is. I say, have separate events for the men and the women (change the name of the Fed Cup to Liberty Cup and call the combined event Davis/Liberty Cup) but play them together at one venue over 10 days. It will be like the World Cup, and top players will be MUCH more inclined to play, as they won't have to fly all over the world as many as four times a year. I also think the event shouldn't be played in Olympic years, and instead, the Olympic competition should be turned into a co-ed team event (perhaps just like Hopman Cup).

The formula that would work best for me is:
-Two men's singles
-Two women's singles
-One men's doubles
-One women's doubles
-One mixed doubles.
And the doubles teams should be made up of different players than those that play singles. In the Fed-Cup and Davis-Cup it's with the current formula possible to challenge for the title even if you have only two, or even one great player on your team. That's not what these competitions should be all about in my opinion. It shouldn't be about who has the single best player (we have plenty of other tournaments for that), but which country has THE MOST great players.
And to have the men and women compete in the same competition would raise the profile of women's tennis and would motivate countries to invest equal time and money in developing talent from both sexes, because you need to have both great male and female players to stand a chance of doing well in what would be (in an ideal world) the most important team competition.
I don't think that it's a good idea to just do it as a regular tournament in two weeks in a single place though. The excitement of having home and away matches spread out over a year is what makes it special and different from other events.

Give more appearance fee to the players so that there would be more top players.

no, i dont think you need a new format to make it more interesting.
All you need is simple.
The TOP players!
I.e. Davenport, Clijsters, Venus, Serena, Maria, Henin, Momo, Pierce, Hingis all playing in Fed Cup, and things will be 10000X better!
