drink etiquette?

if someone wants to buy you a drink but you don't want them to come over, what are you supposed to do? I'm told that refusing the drink is considered rude but it seems to me that accepting it is just encouraging them.

If someone comes over and you don't want them around anymore, how do you generally get out of it?
