No, they're using 'vacancy' metaphorically in the sense that a (job) position is available (now that Li has retired). But it's only available for people who match the four criteria listed, which very, very few people do. In that way it's a tribute to Li's character, heart and drive.

It's absolutely not a backhanded compliment. If it reads that way to you, then the sentiment has gotten lost in translation. It's a tribute to her singular character (first four statements), and via the note of a void (the 'vacancy') following her retirement, a statement that there really isn't anyone quite like her.
