wow! now that makes even less sense.
Maybe they're hoping to attract the players who didn't/couldn't play in the Olympics and want a warm-up for the US Open. It is a bit strange.
Does "WTH" mean "what" or "where" the hell? In any case, that gives away the age of the person who wrote it:
Forest Hills is where the Open used to be held before Flushing Meadow (till 1977)

I found some information on the Forest Hills website. :) Not really helpful though.

West Side Tennis Club is proud to host the
Forest Hills WTA Women's Classic
The tournament begins on August 23rd.
Check back to this page as we get closer to the date for the
Application Form, Schedule of Events, Order of Play and Results

This will be a major WTA event right before the U.S. Open and we fully expect to have many of the top 50 women players in the world play here. Please continue to check back at this site for information about the draw and ticket prices.

They used to have The Mazda Tennis Classic in Mahwah, New Jersey, just before the US Open way back in 1991-92 or so. It was a 16-player draw but was more of an exhibition event. Jennifer Capriati and Monica Seles were the headliners during those years.
