Esto es lo que pone el libro de la ITF:
Entry and Withdrawal Deadline
The Entry Deadline is at 14:00 hours Greenwich Mean Time (GMT) on the
Thursday eighteen (18) days prior to the Monday of the Tournament week.
The Withdrawal Deadline is at 14:00 hours GMT on the Tuesday thirteen
(13) days prior to the Monday of the tournament week.
A player who appears on a Main Draw or Qualifying Acceptance List at any
time after the Withdrawal Deadline is deemed to have been accepted into and
is committed to play the tournament. Prior to the Withdrawal Deadline a
player’s status on an Acceptance List is not confirmed.
A player who appears on one or more Alternate List(s) may withdraw at any
time, without penalty, until he first moves into a Qualifying or Main Draw
Acceptance List, at which time he will be automatically withdrawn from all
other Acceptance Lists by the ITF.
No player may withdraw his entry from the Main Draw or Qualifying of a
Futures tournament for any reason after the Withdrawal Deadline. Any such
withdrawal will be considered a late withdrawal and will be subject to the
Late Withdrawal/ No Show provisions set forth in Article II. B.1 of the Code
of Conduct, unless the provisions set forth in Article II. B.2 and B.3 of the
Code of Conduct apply.
Any player accepted into the Main Draw or Qualifying who fails to appear
for the Tournament without notifying the ITF and/or ITF Supervisor of his
withdrawal shall be subject to the penalties provided for No Show.

If a player has been accepted into an ATP World Tour Main Draw, ATP
World Tour Qualifying event or a Challenger Main Draw, he will be
immediately withdrawn from the Entry Lists of all ITF Men’s Circuit
Tournaments.
No encuentro nada sobre lo que ocurriría si un jugador recibe una invitación pero creo que el árbitro del torneo italiano sólo siguió las reglas. Toledo podría haberse borrado antes y haber utilizado esta semana para entrenar en caso de que no le hubieran dado invitación.
Tendría que profundizar un poco más aunque, la verdad, no me interesa demasiado el tenis de rabos, así que lo dejo para otro
Sólo apunto que a principios de año Lucía Cervera fue a un 25K franchute y su tren sufrió cierto retraso, lo cual impidió que llegará a tiempo para firmar para la previa (llegó, en realidad, tres minutos tarde). Puso algo en su fb y todas apoyándola y dándole la razón, aunque no la tenía ya que es su responsabilidad llegar a la hora a los sitios, no la del torneo que juega y, mucho menos, la de la jugadora que está como primera alternate.
