The ITF Fed Cup Nations Ranking measures the success of all nations participating in the competition over a rolling four-year period. After each round the ranking period will adjust and any results outside the adjusted four-year period will drop off.
Recent performance is weighted more heavily: points from the second, third and fourth year of the ranking period will be reduced by 25%, 50% and 75% respectively. Therefore, 100 points would become 75, then 50, then 25 over the four years.

In the Groups I, II and III a nation's points are determined by its overall finishing position.
Croatia finished 3rd in their group this year.
And 9th overall because they beat Turkey in 9th to 12th Play-Off.
This also explains why the European nations have such a low ranking compared to Asian or American nations. The European Zone is by far the toughest Zone, and they only get as many points as nations in weak Asian and American Zone. So the nations playing and winning in the Asian/American Zones are overranked
The nations in Europe Zone should get more points to make ranking fair !
