The US events TV coverage is a result of US TV just being way too controlling. It's the same pretty much every WTA event in America, crap coverage. Nearly every event of the year has had better TV coverage than Indian Wells and Miami will have, and these 2 events are meant to be WTA's marquee events. It's just poor, whatever spin you try to put on it to cover it up.
The lack of streams for early rounds doesn't make the tournament a disaster for the WTA, nor does it mean American tournaments should be moved to China. In any case, Memphis did have a stream, a free one. Wasn't the best angle or consistently working, but it was there. That is a much smaller tournament than IW in any case.
WTA Memphis only streamed the 2nd court though. For some reason they were completely unable to stream the main court before the final. This meant one of the semi-finals wasn't even streamed! Let and out the fact that the "better matches" are of course on the main court and thus weren't streamed.
