You don't have to do that. I've not used photoshop in a while, but there's another way of viewing the layers (at the bottom of the screen) and all you have to do is drag out the text layer over the part of the GIF you want it to appear.

do you mean the Timeline tab in photoshop?
well it's called timeline in the new CS6 which is what version I have
