Considering most (if not all) national federations will pay for their plane tickets to Qatar plus even losing in the first round will mean several thousands of dollars I would say yes, they will play.

Looks like loads of players couldn't play Qualies ranked 50-150 as they are in Fed Cup. What a weird move to switch schedule!.
