My thoughts exactly. While Stephens doesn't show glimpses of pure awesomeness as Laura does, she established herself as a steady consistent player who's going to stick in the top for much time, yet young and ready to progress more.
However, it would've been kinda' strange for them to not give the award for an up-and-coming player who ended the career of the mighty Clijsters and who won an Olympic silver, even with the big inconsistencies she had along the way.

Ideally yes, they will give to a player that was consistent the all year but they don't "always" do it that way. Watson was the runner up and she basically had one "good tournament "with a weak field.

You can make a case for several players, but it's not now but in the future that we will find out if they made the right desision. A lot of the best newcomer award is after all not just a reward for how the winner did so far but also a comment on how she's expected to do in the rest of her career. Based on that Laura would have gotten my vote, but I wouldn't have put up much of an argument if they had picked someone else. I think she's deserving though.

It would be silly for her to play another tournament afterwards. Unless she wants to tank before Aussie. Overplaying before a GS is never good. 
I guess it depends on how far she gets into Shenzhen. If she makes SF/F she'll probably just wait and play at the AUSO.
But if she loses early she'll probably try her luck in Sydney or Hobart. Before AUSO.
