I think you're right now actually.
If 2 people are tied, I think they use H2H. If it's a 3-way tie then they have to use sets. I was thinking back to 2009 when Venus/Demented/Kuznetsova were all 1-2 W/L but Venus got through because both of her losses were 3 sets. 
So Maria should finish 1st as long as she plays her 3rd match. Even if it's a 0-1 ret. loss.

I'm pretty sure they use the W/L records even for two players tied (which I think is stupid BTW).
