If all teams put forth their best teams, I think it is almost inevitable that either Estonia or Latvia will be promoted.
Latvia is actually really strong now with Sevastova coming back, Dekmeijere improving and Marcinkevica and Ostapenko rising really quickly 
Estonia on the other hand, has talent but a huge lack of depth. I just hope that Kaia will play 
If only Margit could come back as a doubles player, although Eva and Tatja are a good team |

Do they really have the funds/facilities? I mean I know they have a 50K now, but often Fed Cup centres are larger  |

Portugal hosted Europe/Africa Zone I on indoor venue with no stands.

Perhaps, but I looked up where it is held and it's in some random beach town. I think that there will be little spectatorship

Greece's fate depends on Daniilidou now that Gerasimou and Georgatou are gone and Papamichail is in a massive slump and Kontratevidi and Konstantinidou never worked hard enough to try pros

Group III
They were relegated from group I in 2011 (with Wozniacki) and from group II last year (without Wozniacki).
