Cetkovska, Benesova, Garbin all belong to this category too. Had risen in rankings quite significally due to string of good performances and solid play (and some lucky draws too) and then failed to defend their ranking points the next season.
Razzano was such a nice example of a late bloomer but then injuries and that sad story with her fiancee dragged her back to being a journeywoman. I always feel bad for her.
Then you have Vesnina who was a completely different player for just one season and was ranked as high as 22 in the world. I'm afraid Makarova will follow her steps soon 
So I highly doubt any of these players and any of those ones you've listed could be referred as top players.

Yes. And Tanasugarn reached at least the 4th round in different Grand Slams 9 times from 1998 to 2008 where she reached the quarterfinals at Wimbledon. Plus she has 4 WTA singles titles. That's hardly a journeywoman who "returns to norm". She's 35 years old. It is quite logical she doesn't have that kind of results anymore but her career is far from being that of a journeywoman.

Why do so many people mention Cornet here? She was quite an up-and-comer reaching her HR and only then became a journeywoman. She clearly belongs to different category with girls like Oudin, Szavay or even Chakvetadze.

players like Razzano or Bovina are more underachievers who should have been top20/30 players for most of their career than journeywomen who didn't have enough talent/game to achieve big things.

yes but that's not the point;some are journeywomen cause they hit the max of what they can exploit in terms of capacities while others like Razanno and Bovina clearly had the game to achieve much more and be consistently in the top20/30 range but it didn't turn that way for all sort of reasons.describing them as journeywomen who "luckily" had some succes for a brief period and then cameback to their real level is not really accurate imo.

Eva did epic choke against Goerges in 2R (from 61 51 to 61 57 02 ret.  ), what allowed Julia to beat Peer in 3R. And I'm almost sure that Eva wouldn't win against Shahar, if she would have play her
