It is an effect/filter you can use in Instagram. Make your photo look old or vintage-y, if you prefer.

Yes, they do. But that photo makes it look like she has uneven skin tone. It might be an effect of the light. She looks great in all the other photos.
I am surprised you haven't noticed tan lines on black people before, for example, Venus.

^^she deserves it, and she will recover also from the cold she got in london cause in Palermo temperature is around 40°C

Probably she did it to avoid $ fines. She also went Charleston after her w/d, I think.
