i'm limiting it to open era of course - but who do you reckon is in the ellusive10 ?
edit - going serious now - i'm messing about the complete history of top500 players, and listing them by career highs. some pretty nice careers we had here! in brackets - career highs.

According to various sources Paulina Peled's career high was 19th. I've read it more than once.

Although retired players' profiles in the WTA site cannot be accessed directly (unless they were world-class), I did some backtracking and managed to expand the list.
There should be 2-3 more names in there, but rankings of players who ended their careers before 1987 (the first year to show YE ranks) are almost impossible to find. The playing activity from that period is also highly incomplete, hence there are two players in the list (Vitale and Gafni) who aren't credited with any career wins! Even Fed Cup singles are only shown in the WTA site since 1981.

Following the French Open, Shahar finally breaks the long standing national ranking record shared by Smashnova and herself, setting it on #14.
There is every reason to expect further improvements soon.

After AO 2011:
Shahar misses a great chance to break into the top 10, makes a new NR at #11.
Following advancing a round at her slam qualies debut, Glushko jumps 28 more spots and finally makes the Israeli all-time top 10 (as implied above my list there are a few missing names, e.g. I found some publication, which I can't currently trace, that Rakefet Binyamini has a CH of #218 or so).

Glushko is the 9th Israeli player to enter the top 200.
Although she isn't even ranked yet (next week she will be), 14.5 y.o. Valeria Patiuk looks to be the only one with a chance to be the 10th...

The WTA site recently put all the YE rankings since 1975 on their site (no mid-season rankings pre-2001 available yet, unfortunately).

Therefore two players (who were the main reason for "more players should be on the list" remark above) are officially added: Orly Bialistotsky (#8 on the national all-time list) and Rakefet Binyamini (#11). The latter is rather stupidly misspelled Rafeket or Rafaket on various sources 
Both put up some decent Fed Cup results in their short careers, both in Singles and Doubles. Bialistotsky had a win over a top-50 player (Dutch Marcella Mesker) in the '83 Consolation Round QF, which was probably the only one of its kind in Fed Cup until Smashnova beat Anne Kremer in 2000!
[Note: Hila Rosen beat 15 y.o. Kournikova in '97, shortly before she broke into the top 50.]
Year-end rankings of Israeli players before 1987:
1975: Peled #100 (as Peisachov).
1976: none.
1977: Peled #82.
1978: Peled #170.
1979-81: none.
1982: Bialistotsky #166, Binyamini #222.
1983: Bialistotsky #247, Binyamini #262.
1984-85: none.
1986: Berger #256 (also Sagit Doron and Sarit Shalev, but the 1986 list is the only incomplete one).
Peisachov-Peled's best year was by far 1974, making the 2R of both Wimbledon (96 draw) and US Open (64 draw) and winning her only tour title (in Kent), as well as narrowly losing another final (Hampstead). Unfortunately computer rankings were only introduced one year later.

She won back-to-back titles on grass in June that year (absolutely thumping an 18 y.o. Sue Barker in one of them). Both were held in Britain as warm-ups for Wimbledon. It seems to me that in today's terms one of them would be an International (formerly Tier III or IV), the other a big ITF.
Generally her best results came on grass, though it has to be said there were many more events on that surface in that era than there are today...
