for the main draw Entry List will be rated on 16 April (six weeks to start RG). the Q draw - rated on the 30th April (four weeks to start RG)

Only three players can use their special rankings, therefore if all three listed attempt to enter they will not be granted entry. The lowest SR will have to miss out.

The only way it isn't correct is if Dulgheru didn't withdraw and Lucic is two places out, or if there is another SR entry resulting in the same. Unless by incorrect you mean there are more withdrawals and Lucic is already in, but I don't understand why you wouldn't have already made that clear.

You probably confused special rankings with special exempts (which indeed are limited to 2 per tournament).
