I agree that civil discussion of this is the place of most interest. To keep the intent of objectivity on this a tough one for me - my preferences are strongly in favor of smart, sharp, empowered women. Even more so than is common in Western societies.
In fact, I think isolating "violence against women" helps maintain the psychology of inequality. I'd support a declaration condemning violence against all people. Period. Empowerment based on the enshrinement of perceived weakness is shaky indeed.
