Sometimes an audience and a following (like they could have done in Istanbul or any place similar), is a better long term solution than just taking the quick money from a new tournament where no one will show up and you won't gain new fans or build your brand in the future.
Visibility and impact can count in the long term, than fast, upfront money.

Having people watch an event like the ATP London finals, where the crowds are full and fully-engaged, is much better for the long-term health of the sport, even if they're not lining the ATP/WTA players/CEOs' pockets as much in the short term as places like Dubai and Doha are.
