As long as I can remember, the cut-off for a "contender" has always been top 130 (unless there's a limit of 10 at a time).

Obviously Torro-Flor didn't make it to the top 100 by losing in qualifying last week.
She did by winning a local 25K in which she was the top seed (on clay, needless to say) the week before, which like any 10-25K tourney was calculated only a week later (22/10 instead of 15/10).
