Why, Miloti? The #1 Ranked player is the one who has earned the most points on court playing tennis in her 16 best tournaments over a rolling 52 week period. That's it. That's all it means. It doesn't imply anything about any particular tournament!
Your strawman argument dies on the definition of the WTA Ranking System. See the Official Rules on the WTA Site.
There is no requirement in the Official WTA Rules Ranking System explanation that mentions any requirement for the #1 Ranked player in regards to Major tournaments, not winning them, not being a favorite to win them or even playing them! (Not playing a Major yields zero points for one of the "Best 16" tournaments.
However, I would like to add that being the #1 ranked player without winning a Major is an extraordinary achievement given the 2000 points for winning one. But Woz has done it! Give her the credit she earned through amazing performance rather than ridiculing superb effort because she doesn't meet some imagined non-existent standard. You are sounding like Serenka with her "True #1" crap.
