I'm gonna give a split answer. An improvement: half of the AF(s) a tournament pays go(es) to the player(s) whose presence is thus bought. The other half goes into a travel fund that subsidizes plane...

Certainly one of them, but so was 17 yo Pova doing so @ Wimbly in '04, along with (for example) Kapros > Henin and Weingartner > Capriati. (I forget when & where on these). :o
